James Armstrong is staying home. The four-star quarterback from Hopewell, Pennsylvania, announced Thursday he’s committed to Penn State for the 2028 class. It’s a big get for Matt Campbell’s program, especially this early in his tenure.

Armstrong picked the Nittany Lions over Pitt, Kentucky and Florida State. He said there was no point dragging things out once he knew where he wanted to go. His relationship with Campbell — who took over in January — and quarterbacks coach Jake Waters sealed it. Being close to family didn’t hurt either.

The kid can play. Rivals has him as the No. 101 overall prospect in the 2028 class and the ninth-best QB nationally. On3 agrees on the ranking, putting him inside the top 10 at his position. The Industry Rankings and 247Sports Composite slot him a little lower — No. 12 and No. 10 respectively — but he’s still the fourth-ranked player in Pennsylvania. For a program trying to build from the ground up under a new staff, that’s a foundation piece.

What Armstrong brings to the table

He’s 6-foot-2, 215 pounds and coming off a junior season where he threw for 2,232 yards with 21 touchdowns and just three interceptions. He ran for 799 yards and 16 more scores on 139 carries. That’s roughly 3,000 total yards and 38 touchdowns. Not bad for a kid who also averaged nearly 20 points and 14 rebounds in basketball and hit .382 with 17 stolen bases in baseball.

He got some national shine too. NFL Network featured him in a documentary called The Football Town narrated by Pat McAfee. The Pittsburgh Post-Gazette named him its Athlete of the Year, making him the first sophomore to earn that honor.

Armstrong originally got an offer from the old Penn State staff back in September. Campbell’s crew made him a priority after taking over, and he impressed them during a camp visit in early June. That sealed it.

What this means for the 2028 class

Penn State now has three known commitments for 2028: Armstrong, cornerback Deonte Flemings Jr. and kicker Carter Petri. Landing a nationally ranked QB this early gives Campbell something to sell to other recruits, especially skill guys. It’s easier to convince a wide receiver to join when you can point at a four-star QB who’s already locked in.

The quarterback room has some depth coming. Veteran transfer Rocco Becht has one more season of eligibility in 2026 and 2027 commit Will Wood is already in the pipeline. Armstrong adds long-term stability at the most important position on the field.

For a program still finding its identity under Campbell, this is the kind of win that builds momentum. And it happened before most of the 2028 class has even had their junior season.
