Chelsea, Aston Villa, Newcastle and Nottingham Forest Hit with UEFA Fines for Financial Breaches

UEFA dropped fines on four Premier League clubs this week for breaking its financial rules during the 2025 calendar year. Chelsea, Aston Villa, Nottingham Forest and Newcastle all got hit, though the amounts vary wildly and some of the penalties are suspended.

Chelsea got off relatively easy compared to last year. The club was fined €30 million in 2025, and this time around they’re paying another €1 million with an additional €2 million suspended. The London club said the smaller fine shows they’re getting closer to full compliance with UEFA’s squad cost ratio rules.

Aston Villa’s situation is more complicated. The Europa League winners have to pay €7.5 million now, but there’s another €15 million hanging over their heads if they don’t improve their books. Villa already paid €11 million in fines last year. On top of the cash penalty, they’ll face restrictions on registering new players for next season’s Champions League. That’s a real headache for a team trying to build on a European trophy.

Newcastle’s fine and what it means

Newcastle was hit with a €10 million fine, but €7 million of that is suspended. The breakdown: €3 million for breaking the football earnings rule and another €3 million for exceeding UEFA’s 70 percent squad cost ratio threshold in 2025. The club’s CEO David Hopkinson and CFO Simon Capper flew to Switzerland to negotiate directly with UEFA, and the relatively small fine is being viewed internally as a win.

The club put out a statement saying they worked closely with UEFA’s Club Financial Control Body to resolve the matter quickly and have accepted a three-year settlement. Newcastle has already sold Anthony Gordon to Barcelona this summer, but the club insists they don’t need to sell anyone else. That said, Sandro Tonali has interest from Manchester City and Tottenham, and Arsenal is still sniffing around Bruno Guimaraes.

Nottingham Forest, who made the Europa League semifinals, got off with a €2.5 million fine. Nothing suspended, nothing fancy.

The bigger picture

Chelsea, Forest and Newcastle all missed out on European qualification for next season, which means less commercial and broadcast revenue coming in. That actually might help them get under the cap faster since UEFA’s rules only kick in when you’re playing in continental competition. Lower income without European games could make compliance trickier in the short term though.

The biggest fine UEFA handed out this round went to Strasbourg, Chelsea’s sister club, at €25 million with €12 million suspended. Other clubs getting dinged include Juventus, Fenerbahce and Nice, which is owned by Sir Jim Ratcliffe. UEFA’s squad cost ratio rule caps spending at 70 percent of turnover, and these clubs all blew past that line.
